Frames are added that mediate between and into formerly private mansions allowing for a raised path to be constructed at the second story height of each mansion. With this new public right of way, units scatter around the path that act as small affordable spaces of different uses. Maneuvers of circulation, stabilization and dismantling allow for the process to unfold in stages of development over time, ensuring limited construction where there is already potential wetland migration and little development, as the sea rises and the ground floor becomes fully submerged inlets and canals take form and life continues at a new datum. The first stages respect the road as a passage, but as nature moves in it is completely disregarded. With the removal of the street as the main means of thoroughfare the project seeks to entirely reconceive of traditional notions of property, boundaries, and zoning. What is property without land?
